About the Presenter

Therese Boullard has dedicated her career to advancing human rights through her work with human rights agencies. Therese served as director for the Northwest Territories Human Rights Commission (2004-2012). Therese created policies and procedures for the handling of human rights complaints, made preliminary decisions on the deposition of human rights complaints, and also hired and supervised staff responsible for conducting investigations, mediation, and public education. Prior to her work for the NWT, Therese honed her skills and expertise while working for the BC Human Rights Commission (1999-2003) and its predecessor, the BC Council of Human Rights (1993-2008). She held the positions of Human Rights Officer, Manager of Education and Communications, Education Officer, and Complaints Analyst. Therese acted as impartial investigator into human rights complaints, facilitated mediations between parties in dispute and managed the settlement process, developed and delivered public education programs, including events, conferences, training, publications, and websites, coordinated media and public communications and acted as media contact, and researched human rights issues and case law. Therese's approach to her work reflects the human rights values of fairness, transparency, inclusion, and integrity. She approaches every human rights issue with curiosity and impartiality, while seeking to promote and educate on the values inherent in Canada's Charter of Rights and Freedoms, and human rights laws.
